On 1 March 2017, a meeting was held at the Research Centre of the Polish Academy of Sciences – KEZO, dedicated to clean technologies in energy and transport under the motto “Let us help cities breathe”. During the meeting, the potential of the Research Centre of the Polish Academy of Sciences was presented, the offer of the original micro-cogeneration technology together with the electrofilter system in the context of low emissions developed by the Institute of Flow Machines of the Polish Academy of Sciences in Gdańsk and the Polish Electrical Engineering Program PPEM was initiated. The main point of the program was the solemn signing of the PPEM agreement combined with the transfer of the first batch of electric taxis which were the beginning of the electric fleet working in the city of Warsaw.

Prof. J. Duszyński took part in the ceremony under the patronage of the President of the Polish Academy of Sciences. Elżbieta Frąckowiak Deputy Minister of Energy Dr. Michał Kurtyka, Director of the IMP PAS Prof. Jan Kiciński, Directors of Research Institutes, Representatives of the Ministry of Energy and the Ministry of Development, Presidents of emobility companies and representatives of local governments interested in clean technologies in energy and transport.

The site of the ceremony, the Research Centre of the Polish Academy of Sciences in Jabłonno, is the largest and most modern Research Centre in the country in the field of renewable energy sources and clean energy technologies. CB PAN KEZO is a foreign laboratory of the Institute of Flow Machines of the Polish Academy of Sciences cooperating with a number of research units from Poland and abroad. In addition to research activities, CB KEZO supports all initiatives leading to the development of clean technologies, including the Polish Automotive Electricity Scheme (PPEM).

The main objective of the PPEM programme is to launch partner projects between industry representatives, local governments, local organisations and the world of science represented by the KEZO PAN Research Centre and related research units. The projects are intended to support the development of broad electromobility in conjunction with technical and organisational aspects of local energy systems. The development of electric vehicle fleets, charging infrastructure and renewable or low-carbon energy generation technologies will be promoted. Environmental and social aspects related to the operation of electric vehicles in Poland will be monitored and analysed. The PPEM programme currently supports the largest project in Poland concerning electric "working cars" (electric taxis, buses, courier and delivery vehicles, city services).

PPEM partners, in addition to CB PAN KEZO (IMP PAN), are:

National Association of Farmers of Circles and Agricultural Organisations based in Warsaw, Mazowiecka Izba Crafts and Entrepreneurship with its registered office in Warsaw, Cech Crafts of Motorization with its registered office in Warsaw, Electric Taxi Sp. z o.o. with its registered office in Warsaw.

In the field of low emissions and waste management, the partners of IMP PAN are such companies as Bioelectrica, Cegielski Poznań (known for its innovative waste management technologies) and selected scientific centres from all over the country.

In this regard, IMP PAS has a package of innovative technologies limiting the phenomenon of smog.

According to PPEM coordinator estimates, thanks to the cooperation of signatories and Program Partners, in 2017 more than 200 electric taxis will be driving on the streets of Warsaw.

The model implementation of the electric fleet of vehicles under the conditions of the capital urban agglomeration, monitored and subjected to research at the Research Centre of the Polish Academy of Sciences will provide a practical basis for solutions in cities threatened by excessive CO2 emissions and smog. Several dozen city presidents were invited to the ceremony, for whom joining PPEM could be a real step in the fight for air cleanliness.
